摘　　要：本文以湖南省14个城市为样本,选取反映2000年城市综合发展水平的8个指标,进行发展水平的因子分析,并结合湖南经济发展的实际情况,提出新世纪湖南发展的政策建议。In the paper, the author takes a sample of 14 cities in Hunan province and selects 8 indexes indicating the synthetic development level of cities in 2000. On the basis of the sample, the author makes the factor analysis of the development level and then, combining the actual development of economy in Hunan, puts forward the policy suggestions for the development in new century.
