摘 要:通过对居民用水弹性的分析,讨论了居民、排水公司和自来水公司间利益关系,指出了城市排水服务市场化定价中存在的问题,并利用效用模型研究了最低水消费的补贴方案对居民用水和排水公司定价博弈的影响,分析了政府补贴的优缺点和排水公司最优定价模型,最后指出提高服务价格使排水公司企业化运行的关键在于提高居民收入和环保意识。This paper discusses the relations among inhabitant, a drainage serving company and a tapwater company by analyzing inhabitant's using water elasticity. The problems about the market pricing of drainage serving in a city are pointed out. According to the subsidy scheme about necessary water consumption, the game is researched deeply on the inhabitant water consuming and the drainage serving company's pricing by the use of their utility models. The necessity of the subsidy given by government is discussed deeply, and the operational pricing model is given. Finally, it's point out that the inhabitant's income and environment consciousness are the key of enterprisestyle management of the drainage serving company by rising serving price.
