摘　　要：以来自浙江渔村的第一手调查资料为个案,阐述了时代对渔民的要求和渔民科学文化素质的现状,论述了渔民科学文化素质是开发海洋、发展海洋经济的基石及二者之间的互动关系;提出如何提高渔民科学文化素质,把握时机发展海洋经济、提高渔民生活水平的措施。Introduces the requirements to fishermen's scientific cultural quality in 21st Century and their present situations. Discusses the relationship between enhancement of fishermen's quality and development of marine economics with first-hand data from fishing villages in Zhejiang province. The measures to enhance fishermen's scientific cultural quality and to hold good opportunities to develop marine economics are put forward.
