摘　　要：国外电信行业规制的演变表明,行业规制作为一种制度安排,对电信企业行为和绩效有着十分重要的影响;电信行业的网络经济特性、全域生产方式总是与多元化独立运营主体之间存在着矛盾,这种矛盾是竞争条件下电信规制存在的依据;电信规制制度的变迁的最终决定力量来自产业内部;目前国际电信行业尤其是美国电信业陷入困境的根本原因在于,此前的改革在某种程度上违反了电信行业发展的规律。Through a comparative analysis of telecommunication industry regulation at abroad, this essay stresses that regulation is of great importance to the operation and work efficiency of telecommunication enterprises. The major reason why telecommunication regulation exists under competition circumstance lies in the contradiction between the integration of telecom's network & production and diversified operations of different operators no matter how the telecommunication industry reforms. The change of telecommunication regulation system is closely related to the technology and market as well as policy in different periods, particularly telecommunication industry itself. Presently global telecommunication has been experiencing depression due to the violation of economic law and development principle of telecommunication industry.
