摘　　要：人力资源不仅是一个国家经济发展的第一资源 ,同时也是一个城市经济发展的最为重要的推动因素。锦州从一个新兴工业区的典型落伍成一个欠发达城市 ,关键的一个原因就是人力资源发展严重滞后。因此本文对锦州市人力资源发展现状和问题进行了具体详尽的分析和论证 ,在此基础上提出了解决问题的对策与建议。HR is the first resources not only in a national economic development but also in an urban economic development. Jinzhou was ever a new-type industrial estate. The key reason why now it becomes an undeveloped city is its undeveloped HR. The article talks about the present conditions about HR in Jinzhou city and brings forward the methods about how to resolve the problems.
