论当代中国公共事业管理的基本内涵和价值

摘　　要：我国传统的事业管理体制与业已形成的新型公共事业间存在着明显的矛盾 ,必须科学地界定公共事业和公共事业管理的基本内涵 ,并通过深化改革以构建中国特色社会主义公共事业管理体制。公共事业是关系到社会全体公众整体生活质量和共同利益的、以狭义的社会公共事务为基本内容并包含一定的具有社会公共性的经济事务的活动及其结果。公共事业管理就是根据市场经济的要求 ,以政府为核心的公共组织为增进社会整体利益和促进社会协调发展 ,而采取一定方式、方法对公共事业进行调节和控制的过程。There exist obvious contradictions between the traditional and new systems of the management of the public undertakings. We must define the basic connotations of the public undertakings and management of the public undertakings scientifically, and by furthering the reformation construct a system of the management of public undertakings with the Chinese socialist characteristics. The public undertakings are closely related with people's living quality. They are quasi-economic activities with public affairs as their main content. The management of the public undertakings is the process in which public organizations with the government as their nucleus, according to the demands of the market economy, adjust and control the public undertakings to promote the welfare and the harmonious development of the whole society.
