万家寨引黄一期工程水价分析

摘　　要：万家寨引黄工程水价一直是人们十分关心的问题。通过介绍引黄一期工程成本水价和呼延水厂成本水价以及居民和工业企业的水消费承受能力,分析了成本水价偏高的原因:一是投产初期引黄工程销售水量远小于其供水能力,工程效益不能得到充分发挥;二是高额的贷款利息。虽然工业水价和城市居民生活水价仍有上升空间,但由于成本水价远高于用户承受能力,因此目前工程不能做到自负盈亏,需要财政进行补贴。通过比较不同用水量情况下的成本水价可以发现:扩大销售范围,增加销售水量是解决这一问题的最根本和最长远的办法。建议尽快建设引黄工程北干,并尽快关闭自备井,限制地下水开采量,禁止超采,实质性推动呼延水厂二期工程的建设。Price of diverted water from the Yellow River is always a great concerned issue of people. The paper has analyzed the following reasons of higher water cost based on the water cost of stage one diversion project, water cost of Huyan Water Plant and bearing capacity on water consumption of residents and industries. One is that at the beginning of operation , the amount of water selling is far less than the capability of water supply and engineering benefits could not be brought into full play. Another one is high loan interest. Although the water price for industry and domestic life has a margin to increase, the project can not be assumed sole responsibility for its profits or losses and needs financial subsidy due to the water cost is much higher than users can be accepted. It can find out through comparing water cost in different volume that the problem can be solved fundamentally and for a long - term consideration is to enlarge the scope of selling and increase selling volume. Thus, it suggests to build north trunk works and close self - reserved wells as soon as possible , limit extraction of ground water, forbid over extraction and essentially push forward the construction of stage two project of Huyan Water Plant.
