福建省海洋捕捞生产安全问题初步分析

摘　　要：近年来由于海洋捕捞业经济效益低下,生产安全体系跟不上渔村体制的改变,渔船安全问题尤显突出,主要原因有自然环境、渔船设备、人员素质及管理等四个方面造成。本文初步分析这些因素并提出一些建议供有关部门参考。Due to the continual reducing of the income in the marine fishing industry, the establishment of the security systems did not keep up with the reform progress of the economic regime in the rural fisheries area. Big disasters often happened recently for the reasons such as the environment problem, poor boat equipment, the qualities of staff and the management level. In this paper, some main factors that caused the disasters were analyzed and some advice to prevent them from happening was given.
