摘　　要：新时期新阶段体育事业如何发展?体育工作如何为全面建设小康社会做出新的贡献?认为体育是具有产业性的社会主义公益事业,在新时期要坚持以人为本,努力建设小康体育,是贯彻"三个代表"重要思想的具体体现。要紧紧抓住"三个环节";场地、组织和活动,努力构建亲民、便民、利民的体育服务体系。要利用举办一届最出色的奥运会、残运会和十运会的平台,借势造势顺势,努力建设"环太湖体育圈"和北京"龙潭湖健康产业园区",向世人展示我国"小康体育"的典型。How should the physical education cause of China be developed in the new phase of the new century? How will physical education and sport make further contribution to the allround construction of the welltodo society? It was considered that physical education and sport is the socialistic common benefit cause with the nature of industry. During the new period insisting on all serving the people and making great efforts to build the welltodo physical education and sport is the concrete embodiment of carrying out the important thinking of 'representation in three aspects'. The 'three links'--the ground, the organization and the activities should be grasped firmly to construct the closetopeople, convenientforpeople and beneficialtopeople sports service system. By taking advantage of the opportunities of hosting an excellent Olympic Games, Paralympic Games and the 10th National Games of China as well as drawing support from the trend of the times and following it great efforts should be made to construct the 'sports circle around the Tai Lake' and the 'garden for health industry in Longtan Lake' so as to lay out the Chinese 'welltodo physical education and sport' model to the world.
