水资源信息管理与预测预报系统的建立

摘　　要：水资源信息管理与预测预报系统是为提高水政水资源管理部门规范管理、合理开发、有效利用水资源而设计开发的。该系统分为两部分 :水政水资源管理和地下水预测预报。水政水资源管理部分包括 :取水许可管理、水政监察管理、水资源费征收及使用管理、凿井管理 ;地下水预测预报系统可根据年度实际开采量 ,对未来 2 0a内的地下水变化情况进行预测 ,并给出量化预测指标 。The water resource information management and forecast system are designed in order to help the departments who administer the water resource to improve their administration level, to exploit and utilize the water resourc e rationally and effectively. The system includes two parts: the management syst em of the water administration and the water resource and the forecast system of the groundwater. The management system of the water administration and the wate r resource include: the management of the permission for using water and the man agement of the supervision to using water, the management of the levying and uti lizing the fee of the water resource and the management of well;Based on the fa ctual quantity that has been exploited every year. The forecast system of the g roundwater can forecast how the groundwater will be changed in next 20 years and give the quantitive indices, it also provides basis for exploitation of the gro undwater.
