摘　　要：作为一项预防犯罪、保安社会的刑事政策和制度 ,保安处分赖以存在的社会根源和理论基础在于 :现代化生产方式的发展、社会本位观念的形成、现代性社会问题的涌现、犯罪现象的突出。As a kind of criminal policy and system for crime prevention and society defense, security disciplinary measures exist on the following social origin and theoretical foundation: the development of modern mode of production; the formation of selfish departmentalism concept; the springing-up of modern social problems; the striking criminal phenomena; the declining of retribution idea and the upsurge of society defense theory.
