摘　　要：新的发展时期 ,需要建立治安管理的长效机制来实现我国社会治安的根本好转和国家的长治久安。全面实施社区警务 ,加强公安基层基础工作 ,强调群众路线的重要性 ,使“标本兼治、重在治本”的方针在公安实践中真正得到落实 ,是建立治安管理长效机制最有效的战略之一。During new developing period, Long-run public security management mechanism should be set up to realize a through favorable stage of social security in our country and the long-term stabilities of country. It's one of the most effective strategies of setting up long-run public security management mechanism is to carry out community policing thoroughly and strengthen basic work of the police root organs, emphasize the importance of mass route, putting the policy of 'curing both essence and appearance, paying attention to the essence' into real policing practice.
