On Building an Honest and Clean Government in Public Security

摘　　要：公安队伍的廉政建设刻不容缓。当前导致公安腐败的主要因素有经济体制转型与寻租活动猖獗、权力失控与监督不利、吏制与腐败、经费匮乏与低薪浊廉、法律滞后与执法失职、道德下滑与意识扭曲等。加强公安廉政建设需要采取以下措施 :淡化权力 ,放权促廉 ;强化监督 ,以制护廉 ;深化改革 ,源头正廉 ;从优待警 ,保薪养廉 ;重点惩贪 ,依法保廉 ;崇尚文化 ,以德倡廉 ;为警清廉 ,自律守廉。Building an honest and clean government in public security is urgency. The present main elements leading to public security's corruption are changing systems of economy and rampant activities of seeking rent, uncontrolled power, ineffective supervision, and low-wage corruption uprightness, the stagnant laws and neglecting their duties in enforcement, declining morality and distorted consciousness. The following measures should be taken to strengthen honesty and cleanness in public security: reducing power, transferring power to promote uprightness, imposing supervision, using regulations to protect honesty; deepening reform, improving honesty from the origin; treating police favorably, maintaining wages to support uprightness; punishing corruption as the main point, protecting honesty on law; upholding culture, advocating honesty with morality; keeping up honesty being as policeman, observing honesty with self-discipline.
