摘　　要：在林业行业中,营林是基础,是林业经济发展腾飞的首要前提,是治危兴林的关键;营林经营单位是林业系统重要的经济细胞,其兴衰成败直接关系到林业的发展和林业在国民经济中的作用和地位。鉴于传统的以集体造林为主的营林组织方式存在着许多弊端,本文在概述个私造林国内外历史发展和个私造林主要成效的基础上,分析了个私造林存在的问题,并相应提出个私造林的发展对策及其建议。Afforestation is the foundation in the forestry. It is the premise of the forestry economy development and the key to retrieve resources crisis and economic crisis as well. The entities of afforestation are the important economic cells in forestry system. Their boom or wane is in direct relevance to the role and status of the forestry development in national economy. As the traditional afforestation organization methods are based on collective afforestation and have many drawbacks. In the essay the historical development of private afforestation in the internal and the external is first summarized. Basing on the summery of the main achievements of private afforestation, the existing problems of private afforestation are analyzed. And the development countermeasures and suggestions are accordingly put forward.
