摘　　要：初级阶段的基本纲领 ,是十三届四中全会以来对什么是初级阶段社会主义、怎样建设初级阶段社会主义认识的升华。党的纲领具有多样性 ,相对于路线式纲领 ,社会制度目标性纲领是最高层次的纲领。江泽民同志对有中国特色社会主义特别是对初级阶段理论的新阐发 ,是初级阶段基本纲领的重要前提。初级阶段基本纲领是对邓小平理论发展的一项标志性成果 ,新世纪党的建设和全体干部理论教育 ,既要围绕党的基本路线来进行 ,更要始终围绕党的基本纲领来进行。The initial stages' basic program is the distillation of the problem about what's the initial stage's basic program and how to build socialism inthe initial stages.Comrade Jiang Zemin's new explosion about the socialism withChinese characteristics especially the initial stage's theory is the important premise of initial stage's basic program.In the new century ,the Party's building and all cadres' theoretical education should be carried out not only around the Party's basic line but also the Party's basic program.We should strengthen the whole Party and people's thought of the initial stage's basic program.
