摘　　要：国家财政分配是以国家主权所有者为主体所形成的分配或分配关系;国家财务分配是以国家生产资料所有者为主体所形成的分配或分配关系。文章通过对国家财政分配与国家财务分配的对比分析,依据马克思关于社会再生产的分配理论及生产劳动理论,重新研究了国家财政的一些基本理论问题;提出了关于国家财务分配若干基本范畴的新认识。The public finance alloctions are decided by the mainbody of sovereign state and thenational financial distributions are decided by the owners of means of production. This papermakes a comparison of relations between public allocation and national financial distributionand discusses some theoretical problems about public finance in accordance with Marx' s the-ories of social distribtion of reproduction and productive labour. It also puts forth some newcognitions on the basic realms of national financial distribution.
