摘　　要：土地流转不畅严重制约了劳动力转移,其原因是土地政策法律执行中存在种种矛盾,必须创新土地政策法律协调机制。本文提出应以公平与效率结合、适度、规范、稳制活田、因地制宜为原则,实现土地政策完善机制、观念更新机制、政策法律执行监督机制、中介体系构建机制、责权利协调机制、劳动力培训机制的创新。Difficulty of land flow restricts labor force transfer seriously.The reason is that there are kinds of selfcontradicts during the land policy and law are carried out, so we must reorganize the moderate mechanism of the land policy and law.This text puts forward that we should observe the principles of fair and efficiency combination,moderation,within limit,live farmland in norm and steady system,usher in the experience and the native special features combination,and we should create a series of new mechanism:the perfect mechanism,the idea renew mechanism,mechanism of carring out and inspecting policy and lay ,the mechanism of setting up medium system ,the mechanism of responsibility right previlige moderation, the mechanism of labor force training.
