摘　　要：我国证券监管不力的根本原因在于证券监管基础建设方面存在缺陷。我们可以借鉴发达国家经验,从我国证券市场法律法规体系、证券监管体制、市场规律、国际间证券监管的合作等方面着手,加强和完善我国证券监管的基础建设。The ineffectiveness of security supervision results from the deficiencies existing in the basic construction of security supervision. We can learn from the experiences of developed countries to strengthen and perfect the basic construction of security supervision from such perspectives as the legal system of security market, institutions of security supervision, law of market and international cooperation of security supervision.
