解决“陈化粮”问题的对策研究

摘　　要：和国内其它地方一样,上海市也因建立地方粮食储备及粮食收储企业的库存周转等原因产生了“陈化粮”,它给地方财政、银行、粮食企业所造成的压力,急待消除。本研究项目围绕“陈化粮”形成的原因及克服的办法开展调研,主要研究了“陈化粮”的成因、危害、处理难点和对策措施。为领导和粮食流通部门研究解决“陈化粮”问题提供了抉择参考。Owing to the establishment of local grain reserves and the stock turnover of grain-purchasing and storing enterprises,the problem of 'aged grain' occurred in Shanghai like in other places of our country, which put pressure on local finance, banks and grain enterprises, and badly needed removing. The investigation on the cause of the problem formation, the harmfulness and the difficulties of solving the problem was made. The countermeasures were put forward here, which provided a reference for the authorities and the grain distribution sector to make a decision to solve 'aged grain' problem.
