摘　　要：　社会公德水平是衡量社会文明程度的一个重要标志,而社会奖惩对社会公德的建设具有重要的推动作用。本文论述了社会奖惩的含义、社会作用、建立社会奖惩的基本原则及在现阶段的主要手段,是对如何顺利实施以德治国方略的有益探索。Social morality is one of the important norms in the measurement of social civilization, and social rewards and punishments have an important effect on pushing the construction of social morality. This essay expounds the definition and social effects of social rewards and punishments, the basic rules to construct social rewards and punishments and some major measures at the present stage, and it is a beneficial exploration of the successful implementation of controlling nations by ethics.
