摘　　要：确保矿业的基础地位是一个重要的战略问题打造矿业“航母”,增强矿业的国际市场竞争力改革现行矿业税费制度帮助矿业走出困境改变企业办社会的现状,减轻矿业企业的社会包袱增加勘探资金投入。Measures are urgently needed to address the problems in China's ailing mining industry, which are shown in the following. First, Mining Industry is an industry which the mineral products are from mineral deposits and provides energy and raw materials for secondary industry. So mining industry should be relocated as a primary industry, just like most of market economy countries, which is still designated as a secondary industry in China. Rather than being dubbed a sunset industry, the mining sector is a strategic industry that should be strengthened in China as the demand for minerals and energy is expected to increase as the nation strives to build a well-off society. Second, in order to beef up the competitive edge in international market, large mining enterprises should be reformed into listed holding companies by attracting foreign and private investment. Third, to reduce mining firms financial burdens, the current value-added tax rate should be switched back to the level prior to the 1994 reform and the resources tax and resources compensation tax could be merged, a tax regime concerning the mining industry should be in line with international practices, and mining enterprises transformation fund should be established. Fourth, mining enterprises should be divested of their affiliated social functions to local governments. Fifth, in recent years, the number of newly-found mineral resources has plummeting. Reserve resources in China are considerably inadequate. The pace of closure for mining enterprises due to the exhaustion of minerals is set to accelerate in the coming 10 years, so it is a pressing task now to solve the development of resource-depleted mining enterprises: relevant laws and regulations concerning the closure of resource-depleted mining enterprises should be formulated as soon as possible; resource-depleted mining enterprises should make a plan of switching to other production and relocating laid-off workers; foreign investment into mineral prospecting and mining should be attracted by improvin
