摘　　要：长江三峡工程成败的关键在移民。 1991～ 1992年调查三峡工程移民迁移线以下居住人口 84.75万人 ,移民规划建房总人口规模为 110 .5 6万人 ,如何妥善安置移民 ,确保库区的长治久安和可持续发展 ,是摆在世人面前的一道难题。长江水利委员会通过总结以往移民规划的经验、教训 ,经过数年的艰苦努力 ,在库区各级人民政府的大力支持和配合下 ,在三峡建设委员会的统一领导下 ,编制了科学、求是的移民安置规划 ,为三峡移民安置的顺利实施和一期、二期移民验收合格 ,为三峡工程按时截流和如期发电奠定了坚实基础。The resettlement is the key to the successful construction of TGP.The surveyed date on residents living under migration line in the period of 1991～1992 is 847.5 thousand and the planned population needing new house-building is 1.1056 million.The proper resettlement and long-period safe and sustainable development in the reservoir area are imporant issues to be solved.Through summary on previous experience,lessons in resettlement plan and several years of arduous work,with powerful support and coordination of all level governments and under the unitary leadership of the Three Gorges Project Construction Committee,the Changjiang Water Resources Commission made out scientific and realistic resettlement plan and laid a solid foundation for smooth execution of resettlement and acceptance check of stageⅠ,Ⅱ resettlement and river closure,power generation of TGP on time.
