摘　　要：介绍了无标底招标与低价中标的实施措施 ,阐述了各种招投标软件系统 ,指出只有建立规范的竞争机制 。The concrete measures executing bidding without basic price and realizing lower quoted price are introduced in this paper. At the same time based upon introduction of various software systems for public bidding invitation author points out that establishing normalized competition mechanism can realize equal competition in building market.
