摘　　要：在投资、建设、运营、监管四分开的建设体制下,业主代表作为轨道交通建设方是一个全新的概念。在我国,业主代表的职责、权限以及工作范围、工作措施在业内还没有一个统一的认识。结合笔者多年从事轨道交通建设的经验,分析了业主代表在建设管理总承包的模式下应该如何开展工作,提出了业主代表的合理工作范围以及有效工作措施。In the construction system, which is separated in investment, construction, administration of conveyance and supervision, being the constructors of urban railway, the employer representative is a wholly new concept. In China, there is not yet an unified cognition about the employer representatives responsibility, right, work scope and work method. According to the years'experiences in urban railway construction, the author analyzes the constructive work of the employer representative in the system of general contract, and argues that the employer representative shall have a reasonable work scope and adopt a valid work method.
