摘　　要：西安历史文化遗产体系建设是西安历史文化遗产健康发展的基本保证,阐述了西安文化遗产合法、合理、科学利用原则。研究了利用文化遗产的合理性原则、利用文化遗产的科学性原则、文化遗产保护和利用协同发展原则、西安文化遗产产业化发展原则、西安文化遗产科学管理原则、文化遗产制度创新原则。建立西安历史文化遗产的检测评估体系。建设性的提出了西安历史文化遗产持续健康发展的策略。The historic and cultural heritage system construction in Xi'an paves the way for the healthy development of the local historic and cultural heritage.The current research introduces the legal,reasonable,and scientific utility principle of the cultural heritage in Xi'an and looks into the rational and scientific principle of cultural heritage utility,and harmonious development principle of cultural heritage conservation and utility,and the industrialization development and scientific management principle of cultural heritage in Xi'an and the innovation principle of cultural heritage policy.Besides,the paper puts forward the historic and cultural heritage testing and evaluation system in Xi'an and propose in a constructive way the sustainable and healthy development of historic and cultural heritage in Xi'an.
