山东半岛北岸采砂和海蚀问题与对策  

Some Issues on Littoral Zone Mining, Coastal Erosion and Response Strategies on Northern Coast of Shandong Peninsula

摘　　要：就山东半岛北岸登州浅滩和莱州浅滩采砂的两个案例所反映出的环境与资源、社会与法律方面的问题进行了思索和探讨 ,对合理开发建筑用砂、注意提取其中蕴藏的贵重矿物、侵蚀海岸养护措施、公正执法、以及半岛北岸今后采砂业的出路提出了建议。Some issues on protection of environment and resource management, upholding of social justification and execution of state's laws and rules concerned have been caused by two littoral zone mining projects carried out in the northern coast of the Shandong Peninsula, North China. In addition to the littoral zone mining, the causes of coastal erosion resulted from deficiency of sediments by building of reservoirs on almost all of the nearby rivers are pointed out, a series of countermeasures and techniques are suggested in rational exploitation of littoral zone sands with subsidiary extraction of placer deposits, defense of eroded coasts, dredging of deposits in the reservoir instead of littoral zone mining as well as strict execution of state's laws and the last judgment of the Provincial High Court.
