摘　　要：本文以自然垄断产业电力工业为例分析了电力价格现状,在电力企业行为特征基础上建立了成本监督博弈模型,分析了各博弈主体纳什均衡的行为选择和博弈未构成纳什均衡的原因,从制度建设角度提出了多维监督等治理对策,为建立有效的自然垄断产业定价机制进行了理论探索。This text analyses the present condition of the electric power price,and establishes the cost supervision game model on the analysis of behavior characteristic of electric power enterprise,and analyses behavior choice of each benefits on Nash equilibrium and reason of not Nash equilibrium.From system developments,the text brings up to management counter plan,and proceeds the theories for establishing valid price mechanism of nature monopoly industry.
