摘　　要：淮阴市区、淮安市、淮阴县在行政区划上实现“三淮合一”后,原有的城市发展策略、功能区划分、空间构成都面临重新调整。城市管理者必须树立“大淮安”意识,理顺行政管理体制和财政体制。同时,规划师们应在城市的各部门之间、在技术和政治之间、在公众和政府之间发挥桥梁的作用。After the administrative integration of the Three HuaiHuaiyin City Zone, Huaian City and Huaiyin County, the existing strategy forcity development, the functional regionalization and the spatial makeup are all facing re-adjustment. City administrators must have an awarenessof the Big Huaian in administrative management system and financial system. In the meantime, planners should bring into full play their roleas a bridge between departments of the government, between technology and politics, between the public and the government, etc.[
