论政策制定过程中的公益精神

摘　　要：关于政策参与者的价值取向问题主要有两种观点 ,即公益观与私益观。而公益精神与良好的公共政策之间又有什么关系呢 ?回答这个问题 ,一些学者往往要先涉及第一个问题。因此 ,综合起来 ,本文将对这两个问题的解答概括为四种观点 。There are two viewpoints about the value orientation of policy participants, that is public interest and private interest. But what is the relationship between satisfactory pubic policy and the spirit of public interest? The answer to this question is related to the two viewpoints. This article discusses the problem from four aspects, of which the demonstration logic and the rationality and defects are analyzed in detail.
