摘　　要：黑龙江省在落实粮食流通体制改革的总体目标中应处理好各方利益关系,重点要保护农民利益。同时,要充分考虑本省粮食生产的可持续性、生态可持续性,合理确定粮食总生产量、总储备量和品种结构;要充分考虑粮食安全问题,处理好粮改与提高农民收入的关系;并借鉴世界产粮大国保护农业的政策,实施适度倾斜与支持政策。In the reform of the distribution system for grain in Heilongjiang province,each interest relation should be handled well,and especially,the farmer′s interest should be safeguarded well.In addition,we should carefully think out the sustainment of grain production and ecological environment in Heilongjiang province and correctly decide the total production output,total reserve and the structure of variery.We should carefully think out grain safety,correctly handle the relation between reforming grain system and increasing farmer′s income.We need to follow the policy of protecting agriculture and take effective measures to increase farmer′s　incomes.
