摘　　要：制度创新是人类社会不断发展的客观要求。社会主义制度要巩固和发展,就必须不断地进行制度创新。从制度创新的角度看,苏联—斯大林社会主义模式的形成,乃是针对新经济政策的一次制度创新。这种创新有力地促进了苏联的社会主义建设事业。苏联—斯大林社会主义模式的实行和变革充满着继续发起制度创新与拒斥制度创新的矛盾对抗。在这种矛盾对抗中,苏联一再错失了进行社会主义制度创新的良机,最终使社会主义在苏联遭到失败。System innovations are an objective requirement of human society in its consistent development. The socialist system must carry out consistent innovations in order to consolidate and develop itself. Viewed from the angle of system innovations, the formation of the Stalin Socialist Model in the Soviet Union was a system innovation directed at the New Economic Policy, an innovation that pushed vigorously the socialist construction cause in the Soviet Union. The implementation and reforms of the Stalin Socialist Model in the Soviet Union teemed with confrontations of contradictions between continuous launching and rejection of system innovations. In these confrontations, the Soviet Union lost time and again the fine opportunities for innovations of the socialist system, thus leading to the eventual defeat of the socialist system in the Soviet Union.
