摘　　要：提出我国铁路电务跨越式发展的总体思路;详细阐述电务跨越式发展的七项主要任务,其内容包括铁路运输调度指挥现代化建设、列车运行控制系统建设、计算机联锁和驼峰自动化技术装备建设、综合移动通信技术发展、铁路运输通信网发展、电务安全技术以及生产力布局调整等。The essay puts forward the general thought of leaping development of Chinese railway communication and signaling,and sets forth concretely the seven main tasks of the leaping development of communication and signaling, including themodernization construction of railway operation dispatching and commanding, the construction of train operation control systemand computer interlocking and hump automatization technological equipment, the development of comprehensive mobilecommunication technology, railway transportation communication network, the technology of communication and signaling safetyand the adjustment of productivity distribution.
