摘　　要：黄河作为中华民族的母亲河,是我国西北和华北地区的重要水源。"十二五"以来,国家实行最严格水资源管理制度,黄河流域水资源保护工作担当了更艰巨的任务和使命。加强水功能区管理对于加快实施最严格的水资源管理制度、有效改善流域水质和水生态状况、保障流域重要水源地供水水质安全具有重要意义。The Yellow River,as the mother river of the Chinese nation,is an important water source for the northwest and north China. The state implements the strictest water resources management system since the ‘12th Five Year Plan '.Yellow River basin water resources protection work assumes more difficult task and mission. Reinforcement of water function area management has important significance for speeding up the implementation of the most strict water resources management system,effectively improving river basin water quality and water ecological status,and ensuring water supply quality and safety in basin's important water source areas.
