关于农村信用社管理体制改革的研究

摘　　要：我国农村信用社创建已有 5 0多年的历史 ,尽管几经周折 ,但管理体制一直没有理顺。由于体制不顺 ,导致农村信用社历史包袱、结算、外部环境、网点生存等问题长期得不到解决 ,严重制约了业务发展。本文认为当前农村信用社改革的关键问题是建立省一级行业管理组织 ,建议将农村信用社交省政府管理。农村信用社移交省级政府后 ,其管理体制建议按全国统一规章、省市两级管理、县市一级经营 (法人 )。The rural credit cooperatives (RCC) were set up 50 years ago and underwent several changes. There are a series of problems in their management system, including settlement, external environment and so on. All these factors have restricted development of RCC. The key, according to the author, is to shift the RCC to the provincial government under the unified national regulations. The RCC are to be put under provincial and municipal administration, and managed by legal persons at lower branches (townships)
