摘　　要：文章通过分析危险废物处置项目的主要特点,结合PPP模式的内涵特征,探讨了危险废物处置项目采取PPP模式的适用性。同时,分析得出PPP模式较政府投资政府运营、企业投资企业运营、特许经营等传统模式具有突出优势,更有利于提高项目运行效率、提升公共服务质量、强化政府监管职能、提高项目抗风险能力,能够有效解决当前危险废物处置设施能力不充足、供需结构不匹配、处理处置不规范、大量废物游离监管之外等突出问题。因此,建议出台相关指导意见引导危废处置领域全面引入PPP模式、建立健全合理的投资回报机制、确定科学合理的风险分担机制、加大政策保障等方面,大力推动PPP模式在危险废物处置领域中的应用。This paper analyzes the main characteristics of hazardous waste disposal projects and combines the connotation features of PPP to explore the applicability of PPP mode for hazardous waste disposal projects.Comparison is carried out between PPP mode and traditional operation modes such as government investment and operation,enterprise investment and operation,franchising,etc.,then comes the conclusion that PPP mode is more conducive to improving project operation efficiency,improving public service quality,strengthening government supervision function,improving project anti-risk ability,and solving the outstanding problems such as insufficient capacity of current hazardous waste disposal facilities,mismatch of supply and demand structure,irregular treatment and disposal,and regulatory negligence of large quantities of waste..Therefore,it is recommended to introduce relevant guidance to guide the comprehensive introduction of PPP mode in the field of hazardous waste disposal,establish a sound and reasonable investment return mechanism,determine a scientific and reasonable risk sharing mechanism,increase policy support,etc.,and vigorously promote the application of PPP mode in the field of hazardous waste disposal.
