高速公路建设BOT融资方式的利弊分析

摘　　要：BOT方式的有利之处在于:具有较高的社会经济效益;可以缓解我国急需加快高速公路建设和资金不足的矛盾;便于引进先进的管理经验和技术;加强竞争和效率;提高高速公路项目建设的质量与效率;增广我国利用外资的渠道。而不利之处在于:项目的立项和实施过程较长,不利于比较急需的项目;以牺牲我方的较长时期内的一部分经济利益为代价;导致我国外汇的流出;政府易于失去对设计过程和质量的控制。但总的来说,对于我国现阶段,高速公路建设的BOT融资方式是利大于弊的。This articles analyses the advantages and disadvantages of BOT mode for building speedway. There' re many advantages. It can bring high social benefit and alleviate the contradiction between the need of speedway constraction and the lack of fund. It's helpful for the input of advanced experience and technology and the increase of competitive ability and effect. Furthermore, it can improve the quality and effect of speedway construction and widen the channel of making use of foreign funds. On the other hand,ther're some disadvantages. The settlement and implementation process of a project are too long. We should sacrifice a part of our economic interests in a long time. The method will lead to the outflow of foreign exchange in our country. What's more, it's hard for our government to control the process and quality. Generally speaking, however, there're more advantages of BOT financing way to the speedway construction than disadvantages.
