上海市农业用水现状及节水途径探讨

摘　　要：介绍了上海市农业用水现状,以金山、青浦区为例,梳理了上海市典型试点地区在农业节水方面采取的节水措施以及所取得的节水成效,并针对上海市农业节水在计量设施、定额管理、水价调节及灌溉方式方面的不足提出对策建议:推进计量设施建设,加强精细化管理;修编用水定额,落实定额管理;实行农业阶梯水价,强化提补激励机制;发展先进节水灌溉技术,加大节水宣传教育力度。Status of agricultural water consumption in Shanghai City are introduced. Taking Jinshan,Qingpu as examples,the water-saving measures taken in the agricultural water-saving in typical pilot areas of Shanghai city and the effects achieved are combed. The countermeasures and suggestions for the agricultural water saving in Shanghai are put forward in the aspects of measurement facilities,quota management,water price adjustment and irrigation mode, including promoting the measurement infrastructure construction, strengthening the fine management; revision of water quota, implementation of quota management; implementation of agricultural progressive pricing scheme for water use,strengthening complement incentive mechanism; development of advanced water-saving irrigation technology,increasing water conservation publicity and education efforts.
