摘　　要：通过对科技成果转化过程的制约因素分析,确定科技成果转化过程的"约束"是制度安排。在对制度"约束"机制进行分析的基础上,提出了打破"约束"的政策建议。The article Through the factor analysis on the system of converting process of science and technology achievements,coming to the conclusion that 'restriction' in the converting process of science and technology achievements is the system arrangement.Finally,the article put forward the policy suggestions about breaking down the 'restriction', according to the analysis on the syslem 'restriction'.
