摘　　要：当前有许多农业经济制度供给不足 ,涉及农业发展的微观基础、生产体制、相关系统以及作为外部环境的国民经济宏观运行体制 ,已经影响到整个经济的发展和制度的整体创新。新一轮农业改革必须加大强制性制度供给的力度 ,从产权、组织、市场发育等方面进行深层次的制度创新 。Nowadays there is a serious lack of agricultural economic institutions which involves microcosmic basis, production system and correlative systems of agricultural development and macroscopical mechanism of national economy which acts as the exterior environment. All these have held back the economic development and institutional innovation. The new round of agricultural reform must enhance the supply of compulsive institutions, carry on the institutional innovation of property right, structure and market fostering, and execute the institutional construction and institutional environment reform.
