部分科技发达国家科技计划项目的管理模式及启示

摘　　要：政府对科技计划项目进行有效的管理,对于科技计划作用的发挥具有重大意义。在分析、借鉴美国、英国、日本、德国、法国等科技发达国家高效有序的科技计划项目管理模式的基础上,针对北京市科技计划项目管理的情况提出了几点具体建议:经费来源方面应进一步引导社会加大对科技的投入;进一步加强对科技计划项目经费的管理;充分发挥中介机构在科技计划项目管理中的作用;建立、健全科技评价体系;充分发挥专家在科技项目管理中的作用等。It's greately significant to the exertion of S&T programs that governments manage the projects of S&T programs effectively. S&T programs and their management model of some typical countries are analysized. Such as America and England etc. On the base of learning successful experiences of foreign countries, several viewpoints are suggested to the S&T programs' management model of the city of Beijing: Leading society to increase the more devotion to S&T; Strengthening the management of the projects' outlay of S&T programs farther; Agencies should be performed adequately in the management of projects of S&T programs; Establishing the perfect system of S&T evaluation and so on.
