西部投融资体制改革的对策研究

摘　　要：推进西部投融资体制改革,当前亟待解决刺激消费难、中小企业贷款难、债券市场发展严重滞后、信用评定系统亟待建立、银行资产质量恶化,不良贷款比重较高等问题。深化西部投融资体制改革,亟需建立健全金融支持体系,强化西部开发的支持力度;确立投资重点,进行有效资本动员;培育资本市场,大力发展直接融资;加强制度创新,推动西部经济发展;坚持扩大内需,保持积极财政政策的力度;重视优化投融资环境;把一切金融活动纳入规范化、法制化轨道;国家进一步健全金融监管体系,加强西部金融机构内部监控自律机制;理顺政府与企业和银行的法律关系;普及金融基本知识和金融法律知识,增强金融风险意识和金融法治意识;重视全社会信用观念的树立。It is statcd in the article that in order to advance thc investment and financing system reform in China's wcstern region, it is urgent to solve the problems of stimulating consumption, loans for medium and small enterprises, the severe backwardness of the dcvelopment of bond market, the establishment of credit assessment svstem, the worscning of bank asset quality and high proportion of bad loans. To deepen the investment and financing svslcm reform and to better the commercial and investment environmcnt in the development of the western region, somc ieasible and praclicable countermeasures, such as establishing sound financial supporting svstem, expanding domestic need, enhancing systematic innovation, optimizing the investment and financing environmcnt, furthcring sound ilnancial supcrintendcnt system and paying attention to the establishment of whole social eredil awarencss, must be carried out.
