摘　　要：胡锦涛同志在"7·1"讲话中指出,"学习贯彻‘三个代表'重要思想,必须坚持尊重社会发展规律和尊重人民历史主体地位的一致性,坚持为崇高理想奋斗和为最广大人民谋利益的一致性,坚持完成党的各项工作和实现人民利益的一致性,切实把立党为公、执政为民具体化地、深入地落实到各项工作中去."地籍管理工作关系着国家的国体国策,关系着社会的发展稳定,关系着人民的生存利益.跨入21世纪的中国地籍必须继往开来,开拓创新,奋发作为.为经济社会的发展服务,为各族人民群众造福,为全面建设小康社会多做贡献.Since the establishment of Chinese Communist Party, the Party and the Government have attached great importance to the issues on farmers and land administration. Cadastral administration, as important basic work, has played more and more important roles in the development of economy and social, and in the guarantee of people's interests. It has advanced the development of economy, promoted the stability of society, guaranteed the rights of land-owner and land-user, provided reliable data for the macroscopic regulation and control, provided monitoring data for farmland protection and grain supply, standardized land market, provided information service to public for the precautions of financial risk, and advanced the transformation of management manners in the field of land and resources. In 21st century, cadastral administration should realize systematization, modernization, industrialization and institutionalization.
