摘  要:小浪底水库运用初期库容较大,为了充分发挥小浪底水库的库容优势,减少三门峡水库淤积及控制运用几率,对"上大洪水",当小浪底水库水位达273m时,三门峡水库投入控制运用时机较好。对"下大洪水",当小浪底蓄水位达270m时,三门峡水库控制运用时机较好。通过多方案的分析比较,认为小浪底水库运用初期,在不影响大坝安全的前提下,尽量减小中常洪水控制流量,中常洪水控制流量以5000m3/s为宜,最高汛限水位以245m为宜。另外,还提出了三门峡、小浪底、陆浑、故县四库联合防洪运用方式。The storage capacity of the Xiaolangdi Reservoir at early stage is relatively big. In order to give full play to the storage capacity superiority of the reservoir and reduce sedimentation in the Sanmenxia Reservoir and operational probability, it is a better opportunity to put into operation when the reservoir water level reaches to 273 m as a major flood happened in the upper stream of the Sanmenxia Reservoir. It is a better opportunity to put into operation when the reservoir water level reaches to 270 m after storage as a major flood happened in the down stream of the Sanmenxia Reservoir. Through analysis and comparison of several scenarios, it puts forward that it should try to reduce dominant discharge of medium and small sized floods at the beginning stage of operation of the Xiaolangdi Reservoir and under the conditions of no effect to the dam safety. 5,000 m 3/s for the dominant discharge of medium-sized flood and 245 m decided as the maximum water level in flood season are better. In addition, it also has put forward a joint operation plan of four reservoirs of Sanmenxia, Xiaolangdi, Luhun and Guxian.
