村庄综合发展实力评价与村镇体系规划——以青岛市旧店镇为例

摘　　要：中心村的确定是村镇体系规划的难点和重点,也是贯彻迁村并点政策的基础。本文遵循科学性、实用性、典型性、可操作性、层次性等五个原则,建立了村庄综合发展实力评价指标体系,并以青岛市旧店镇为例,采用因子分析法,对其所辖61个行政村进行综合发展实力排序,以此为依据,确定中心村的布局和迁村并点方案。Determining the central villages is not only the stress and difficulty in the village and town system planning but also the foundation of implementing the moving and merging village policy. In this paper, an evaluation index system of village comprehensive development strength is established. As a case, 61 administrative villages of Jiudian in Qingdao are arranged in order of comprehensive development strength by factor ana lytical method. Based on this arrangement, the central village distribution is determined and the scheme of moving and merging villages is proposed.
