输配电价格管制模型研究

摘　　要：由于输电和配电领域具有典型的自然垄断属性,因此必须加以管制。价格管制是政府管制的核心。该文在对不同价格管制模型下政府监管机构与电网经营企业行为进行分析的基础上,结合我国电力改革的实际提出了一种适合我国国情的成长型电网的输电服务价格管制模型及有关参数选择的建议。The reason for regulation in sectors of power transmission and distribution lie in the typical quality of natural monopoly. The regulation over price is the essence of government regulation. Based on the analysis for the different behaviors of government and grid businesses under various models of price regulation, this paper formulated a model of price regulation for power transmission and distribution which oriented at the practice of China抯 reform in power industry. At the same time, the author put forward some suggestions on decision of parameters.
