安徽省人口布局现状与规划目标:冲突与协调——基于主体功能区发展战略的视角

摘　　要：主体功能区规划就是要解决人口布局与生态环境的不协调、经济集聚与人口布局情况不相称的矛盾。现实中,安徽省人口布局现状及其自然增长趋势与人口布局规划目标存在严重冲突,主要表现为皖北片区人口快速增长和沿江片区人口增长缓慢。因此,必须遵循主体功能区规划要求,增加沿江重点开发区集聚人口的容量和吸纳外来人口的动力,提升皖北限制开发区人口转移的推力和农村剩余劳动力转移就业的能力,引导皖北落后地区人口向沿江发达地区有序迁移。The main functional area planning is to solve the contradiction between population distribution, ecological environment and economic agglomeration. In reality, the Wanbei area population growth is fast and the Yangtze River area population growth is slow,the population distribution status is in serious conflict with its natural growth trends and layout planning objectives in Anhui province.Therefore, it is necessary to follow the main functional area planning, increase the population capacity to absorb the momentum of the foreign population along the key development zones agglomeration, enhance the ability of population transfer thrust and rural surplus labor transfer employment in Wanbei restricted development zone, guide migration from Wanbei backward areas to the Yangtze River developed areas.
