基于生态安全的土地利用结构优化研究

摘　　要：满足生态安全的土地利用结构优化是协调社会经济发展与生态环境间矛盾、实现土地持续利用的有效途径。本文以保定市土地利用结构数据(2002~2009年)为基础,引入反映生态指标生态绿当量和土壤有机碳储量,评价研究区土地利用结构在不同发展阶段的生态效益,并且借助TOPSIS模型对历年土地利用结构进行生态合理度评价。在此基础上以经济发展和生态效益并重为目标,构建多目标优化模型,获得保定市2020年土地利用结构优化方案,调整内部用地结构,注重生态用地保护,生态效益和生态合理度得到提升,进而提出合理利用土地资源的建议。研究结果为保定市土地利用可持续发展以及土地利用总体规划修编提供借鉴和指导。Optimization of land use structure is an effective way to coordinate economic development with ecological environment protection and finally to achieve sustainable utilization of land resources. In this paper, we introduced ecological green equivalent and soil organic carbon storage as ecological indicators to evaluate the ecological benefit of land use structure in different development stages based on data of land use structure in Baoding from 2002 to 2009.We also used the TOPISIS model to evaluate the land use structure based on the same data set. We then built a multiple-objective model to get the optimal land use structure of Baoding in 2020 with consideration of both economic development and ecological protection. Finally we proposed suggestions of optimal land use structure to adjust the internal structure and protect ecological land. The results would provide reference and guidance for sustainable land use of Baoding city development and revision of overall land use planning
