摘　　要：运用系统工程的概念、理论和方法 ,对如何进行全过程、全方位的规划、组织、控制与协调 ,做好“三控制、二管理、一协调”做了阐述 。In this paper according to the conception of system engineering, its theory and methods, overall planning, organization, control and the idea of control from three aspects and coordination detailed discussion is made in order to ensure the implements of whole construction project.
