摘 要:本文从产业结构偏离度的角度分析了我国第三产业就业增长的轨迹。认为从 1 952— 2 0 0 1年 ,我国第三产业就业吸纳空间经历了高空间期、空间下降期、空间进一步缩小期三个时期。目前我国第三产业结构偏离度已经超过国际标准模式的水平 ,第三产业吸纳就业的空间相对较小 ,如果没有新的服务需求出现 ,第三产业进一步吸纳就业的能力难以提高。为了提高第三产业就业吸纳能力 ,提出RenWangbing,Industrial Research Institute, National Development and Reform Commission, 100038The paper analyzed the track of employment growth in tertiary industry in our country and found that, from 1952 to 2001, the employment capability of tertiary industry in our country had gone through three stages: high capability period, decreasing period, and furthur decreasing period Tertiary industry structural departure degree in our country has exceeded level of international standard, indicating that the employment capability of our tertiary industry is relatively lower It would be difficult for our tertiary industry to increase its employment capability if no new service demand would emerge In order to improve the employment capability, system obstacles should be removed, urbanization should be accelerated, population should be concentrated in small cities, the socialization and specialization in primary and secondary industry should be greatly promoted, demand for service by production sectors should be stimulated, the middle and small service enterprise should be encouraged, the flexible mode of employment should be advocated, the income difference should be reduced, and both 'block division' and 'sectoral division' hindering the development of tertiary industry should be broken
