美加大停电的事故教训及浙江电网应采取的防范对策

摘　　要：针对美加大停电的事故教训 ,结合浙江电网的实际情况 ,从调度管理、电网结构和电源建设、技术措施、事故预案及黑启动方案、继保和安全自动装置配置、提高人员素质、加强设备管理、进一步做好需求侧管理八个方面对浙江电网的安全生产工作提出了具体的防范对策。Aiming at the lessons from blackout in U.S. and Canada and combining the actual situation of Zhejiang Electric Power Grid,detailed countermeasures were put forward in the following 8 aspects for Zhejiang Electric Power Grid safety production work:dispatching management,power grid structure and power supply construction,technical measures,prefiled accident treatment and black start plans,relay protection and automatic security equipment arrangement,staff quality improvement and equipment management enhancement.Further effort on Demand Side Management was also included.
